The Penobscot Valley Council of Governments provides comprehensive planning, ordinance development, and other services to lower costs for its member communities.

EMDC helps communities secure state and federal grants for a variety of needs, including housing assessments, public facility feasibility, tourism studies, and public infrastructure.
