EMDC offers a full range of planning services to all organized municipalities within the Penobscot Valley Region. (Penobscot and Piscataquis Counties, as well as five towns in Waldo County - Searsport, Prospect, Stockton Springs, Frankfort, and Winterport.)
EMDC assists communities with the development and/or updating of comprehensive plans, a tool for the municipality to gather ideas about the future of their community and to formulate actions to achieve that vision. A comprehensive plan addresses issues of land use, government administration, capital improvement, and economic development. To secure certain grant funds municipalities must have a locally-adopted and state-deemed consistent comprehensive plan. The plan provides communities with direction municipal officials can follow to ensure proper growth and development into the future.
EMDC offers assistance to communities addressing local land use issues. We help communities create and revise ordinances that are applicable to the community’s specific needs.
EMDC provides routine consultation at no cost to the communities we serve. We serve as a resource for municipal officials who have questions about land use regulations, including subdivisions, land use, comprehensive planning, shoreland zoning, and floodplain management etc.
EMDC works on regional planning projects throughout its service area for projects that span several municipalities and require a co-operative approach from several communities and other state, public and private organizations.
