Dr. Tracey Cooley, PhD

Dr. Cooley has over 25 years of experience working with workforce services and economic development in various leadership, management, and operational capacities.  For the past 5 years, she served as COO/Vice President of Operations for eight Job Corps Centers throughout the United States. Tracey served on the Maine State Workforce Development Board for 10 years and currently serves on the State’s Apprenticeship Council.  In her role at EMDC, she will provide leadership and guidance for EMDC’s Workforce Services, Business & Community Services, Lending, & Planning divisions. She holds a PhD in Education Technology and an M.S. in Business Administration. Tracey enjoys spending time with her husband, Kevin, and their two children, Grace & Alex.
