EMDC’s Comprehensive Economic Development Strategy (CEDS) identifies goals and objectives for the Eastern Maine region that guide economic growth and regional resiliency. EMDC is designated by the U.S. Economic Development Agency to update the plan every 5 years. The result is a living document that is data-rich, and thoughtfully created with diverse public and private stakeholder input.
The Economic Recovery Implementation HUB program, led by EMDC in partnership with DECD and funded through ARPA and the Maine Jobs & Recovery Plan, provided targeted support to small businesses launched after January 1, 2020. Through direct grants, technical assistance, and entrepreneurial training delivered by a network of regional partners, the program helped early-stage businesses grow, adapt, and build resilience in the wake of the COVID-19 pandemic.
Grant Efficiency Study
The Grant Efficiency Study evaluates the impact of EMDC’s Economic Recovery HUB program on small businesses and their communities. Conducted in 2025, the study includes highlights of grantees and discusses outcomes such as business growth, job creation, local spending, and community benefits. The final report, available July 31, 2025, highlights how strategic investments in emerging businesses can drive long-term economic resilience in rural Maine.
